Episode 82 of the series sees All Might lay out Izuku Midoriya’s progress throughout the series so far over six stages. As he explains, Izuku initially was able to use 100 percent of One For All at one part of his body. Then, he learned how to control a percentage of this power he used on one part of his body.

In the Anime, Deku can only safely use 20 percent of One For All and, for long-range attacks, only unlock 20 percent momentarily.
Right now, he has learned to control his powers pretty well, though his body just can’t handle using it past a certain percentage. The day he can master his control over 100% of this power, his strength has the potential to topple everything.
Deku has just gained One for All and is in the beginning stages of developing it and therefore cannot transform yet. All Might himself does not transform but trains his body to hold that much power. Deku won’t magically transform and gain a muscular form.
Deku aka Midoriya will surpass All Might. … As his training progresses, he will likely devise new applications for the quirk that All Might didn’t think of. On top of that, the power grows each time someone new wields it, so Deku is destined to become stronger than All Might, his predecessor.

By season 4, Bakugo got lesser screen time. On the other hand, Deku improved a lot as he was able to master Shoot Style, increase the power of One for All to 20%, and develop a long-range attack. With this, we can say that as of Season 4, Deku is stronger than Bakugo but their difference is not that huge.
Midoriya does not have a quirk. In Chapter 304, the fourth user Shinomori revealed that using One For All shortened his lifespan and eventually broke his body.

Deku, unfortunately, is informed by the doctor that he is Quirkless. As understood by the anime, Quirklessness is a recessive genetic trait. In a circumstance where one parent is Quirkless and one holds a Quirk, the child will be born with a Quirk due to the dominant trait.

After this, All Might decided that Izuku had the potential to become a hero, with his help. He decided that he would grant Izuku his own Quirk to help him achieve his dreams. After ten months of training, All Might passed his Quirk, One For All, down to Izuku.
All Might harnessed and unleashed his One For All quirk before his retirement, transforming him into a seemingly indestructible force that could defeat any villain. … In this way, Deku has already surpassed All Might, while showing he can now reach the same insane speeds as the former hero.
